Section 10(1) addresses the frequency of payment in the fishing sector: “Whereas wage is calculated on a monthly, daily or hourly basis or on the basis of other time periods not exceeding one month, wage shall be paid not less often than once a month unless otherwise agreed in favour of an employee.”[239] Some DLPW officials stated that lump sum payment systems are prohibited because wages are not being paid to fishers on a monthly basis.[240] This view was disputed by other officials who maintained that lump sum payment systems are allowed as long as they are described in a contract of employment or under arrangements that are of benefit to the employee.[241] However, some fishers paid under lump sum arrangements are not presented by employers with any alternative or choice.[242] Section 10(1) of the 2014 Ministerial Regulation, although applying only to the fishing sector, retains the wording of section 70(1) of the Labour Protection Act, which requires workers to be paid at least once per month
